It is short of readiness.<\/p><p>That distinction matters more in HR than almost anywhere else in the business. A marketing team that experiments with AI and gets it wrong loses a campaign. An HR team that experiments with AI and gets it wrong affects pay, promotion, performance records and personal data. The stakes are different. The preparation should be too.<\/p><p>So, the honest answer to the question in the headline is: partly. Thai enterprises are further ahead than many assume on usage, and further behind than most admit on the foundations. This article looks at four things that decide which side of that line an organisation falls on \u2014 maturity, data, culture and the design principle that holds it all together.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ab29663 elementor-widget elementor-widget-heading\" data-id=\"ab29663\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">1. According to the Thailand Digital Outlook 2026 survey, cited by the National Board of Digital Economy and Society Office, the average digital maturity of Thai businesses rose to 2.12 out of 4, up from 1.56 the previous year \u2014 the first time businesses reached a medium level overall. Large enterprises scored 2.58, medium-sized firms 2.41 and small businesses 2.01.<\/p><p>AI usage has moved in step. Amazon Web Services\u2019 Unlocking Thailand\u2019s AI Potential 2026 study reported that 43% of surveyed organisations now use AI consistently, up from 32% a year earlier. Of those adopters, 84% reported productivity gains and 71% reported revenue growth.<\/p><p>Then comes the number that should shape every HR roadmap in the country. In the same study, 74% of AI adopters remained at the basic stage \u2014 off-the-shelf chatbots and ready-made tools applied to routine tasks. Only 17% had reached intermediate use across multiple functions, and just 9% had reached advanced use.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e373619 elementor-widget elementor-widget-heading\" data-id=\"e373619\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Adoption is not the bottleneck in Thailand. Depth is.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-eec1ec0 elementor-widget elementor-widget-text-editor\" data-id=\"eec1ec0\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Applied to HR, that pattern is easy to recognise. Most Thai HR teams using AI today are using it to draft a job advert, summarise a policy or tidy up an email. Useful. Not transformative. The organisations pulling ahead are the ones that have moved AI out of the individual\u2019s browser tab and into the HR system itself \u2014 where it can see attendance patterns, leave trends, payroll exceptions and workforce costs, and act on them under supervision.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-51f213a elementor-widget elementor-widget-heading\" data-id=\"51f213a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">A simple maturity ladder for HR<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bbedd79 elementor-widget elementor-widget-text-editor\" data-id=\"bbedd79\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>When we assess Thai clients, we find it more useful to describe maturity in HR terms than in technology terms. Four levels cover almost every organisation we meet:<\/p><ul><li>HR runs on spreadsheets, paper forms and email. Data exists but is scattered, and every report is rebuilt by hand.<\/li><li>A core HR system holds employee records, leave and payroll. Processes are online. Reporting is retrospective and largely descriptive.<\/li><li>AI supports HR work inside the system \u2014 drafting, summarising, answering employee questions, flagging exceptions. A person still decides.<\/li><li>Workforce data informs planning. Patterns surface before they become problems. AI recommends; leaders decide; every decision is traceable.<\/li><\/ul><p>The jump that defeats most organisations is not Assisted to Intelligent. It is Manual to Digitised \u2014 because that is the level where the unglamorous work lives.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-50504d8 elementor-widget elementor-widget-heading\" data-id=\"50504d8\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">2. In Thailand, that data is frequently fragmented across an attendance device, a payroll file, a recruitment inbox, a training spreadsheet and a manager\u2019s personal notes. No model can reason reliably across that.<\/p><p>The Thailand Digital Outlook 2026 findings point the same way at national level: improvements were strongest in cybersecurity and data-driven operations, while digital product and service development actually declined. Capability is being built on the control side faster than on the innovation side.<\/p><p>Before an HR team asks what AI can do for it, it should be able to answer five questions:<\/p><ul><li>Is there a single source of truth for employee master data, or several competing ones?<\/li><li>Are job titles, departments, cost centres and employment types coded consistently across sites and subsidiaries?<\/li><li>Is attendance and leave data captured at source, or reconstructed at month-end?<\/li><li>How much history exists? Twelve months of clean data is worth more than five years of inconsistent data.<\/li><li>Who owns data quality \u2014 and is it in anyone\u2019s objectives?<\/li><\/ul><p>That last question is usually the revealing one. Data quality in HR is everybody\u2019s complaint and nobody\u2019s job.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-63391a2 elementor-widget elementor-widget-heading\" data-id=\"63391a2\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">The regulatory floor is rising<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4395809 elementor-widget elementor-widget-text-editor\" data-id=\"4395809\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Data readiness in Thailand is no longer only an operational concern. The Personal Data Protection Act (PDPA) has been in full enforcement since 2022, and HR is one of the most exposed functions under it \u2014 employee files routinely contain sensitive personal data such as biometric records used for time attendance, medical certificates and background check results.<\/p><p>AI-specific expectations are now forming on top of that. In February 2026, the Personal Data Protection Committee released draft guidelines on personal data protection in AI development and use, which address data processing agreements, restrictions on model training and data protection impact assessments for high-risk AI. Separately, the Electronic Transactions Development Agency released a comprehensive draft AI law for public hearing on 2 July 2026, built on a risk-based classification approach.<\/p><p>The direction of travel is clear even while the detail is unsettled: AI used to make or influence decisions about people is being treated as higher risk than AI used to summarise a document. HR teams should plan on that basis rather than wait for final text.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4332ecc elementor-widget elementor-widget-text-editor\" data-id=\"4332ecc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>Organisations should confirm the current status of both instruments with Thai legal counsel before making compliance commitments, as consultation processes are ongoing.<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-1438e9d elementor-widget elementor-widget-heading\" data-id=\"1438e9d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">3. In Thailand, the evidence suggests the opposite.<\/p><p>The Ipsos AI Monitor 2026 found that 80% of employed Thais said AI tools had saved them time at work over the past year, well above the global average of 62%, and that 65% expected AI to change how they do their current job within five years. Microsoft\u2019s Work Trend Index 2026 reported that 32% of surveyed Thai workers qualified as \u2018Frontier Professionals\u2019 \u2014 advanced AI users \u2014 double the 16% global average.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2b57915 elementor-widget elementor-widget-heading\" data-id=\"2b57915\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Thai employees are not waiting for permission. They are already using AI.<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-008d040 elementor-widget elementor-widget-text-editor\" data-id=\"008d040\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>That creates an opportunity and a risk in equal measure. The opportunity is that change management is easier than the stereotype suggests; enthusiasm already exists. The risk is shadow AI \u2014 employees pasting employee data, salary details or disciplinary notes into consumer tools that sit entirely outside the organisation\u2019s control and outside PDPA safeguards.<\/p><p>The cultural work in Thai organisations is therefore not persuasion. It is channelling. Give people sanctioned tools inside the HR system, make the rules explicit, and the informal usage moves into the light.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f0481b9 elementor-widget elementor-widget-heading\" data-id=\"f0481b9\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What still needs care<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-35cbc37 elementor-widget elementor-widget-text-editor\" data-id=\"35cbc37\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Two cultural realities deserve attention when deploying AI in Thai workplaces:<\/p><ul><li>Hierarchy and face. Where seniority shapes how feedback flows, an AI output presented as a verdict can be very hard to challenge. Present AI output as input, always attributed and always reversible.<\/li><li>Bilingual workforces need HR AI that works properly in Thai, not Thai as an afterthought. Poor Thai handling undermines trust faster than any technical failure.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7b80445 elementor-widget elementor-widget-heading\" data-id=\"7b80445\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">4. AI should carry the execution. People should keep the judgement.<\/p><p>This is the principle MiHCM builds to. MiA ONE, MiHCM\u2019s personal AI agent, and SmartAssist, its AI HR co-pilot, are designed to remove administrative load from HR teams and to surface what matters. They do not replace the decision. A manager still approves. An HR leader still weighs context an algorithm cannot see.<\/p><p>In practice, human-centric AI in HR means five commitments:<\/p><ul><li>Employees know when AI is involved in a process that affects them.<\/li><li>Any recommendation can be traced to the data behind it.<\/li><li>A named person owns each decision \u2014 not the system.<\/li><li>There is a clear route for an employee to question an outcome.<\/li><li>The higher the stakes for the individual, the heavier the human involvement.<\/li><\/ul><p>None of this slows an organisation down. It is what makes AI in HR defensible when a regulator, an auditor or an employee asks how a decision was reached.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0d3ea49 elementor-widget elementor-widget-heading\" data-id=\"0d3ea49\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">So \u2014 is Thailand ready?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-189d8ee elementor-widget elementor-widget-text-editor\" data-id=\"189d8ee\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Thailand has the enthusiasm. It has rising digital maturity, a workforce more comfortable with AI than most in the world, and a regulatory framework taking shape rather than lagging behind. What it does not yet have, in most organisations, is the data foundation and the governance discipline to move past basic use.<\/p><p>The organisations that will lead are not the ones buying the most AI. They are the ones that consolidated their employee data, defined who decides what, and then let AI do the work underneath.<\/p><p>That sequence is not glamorous.
