Singapore payroll looks simple. One currency. Digital filing. Clear rules. But the rules move every January, and four separate authorities are watching.

The Central Provident Fund (CPF) Board collects retirement contributions. SkillsFuture Singapore (SSG) owns the training levy. The Inland Revenue Authority of Singapore (IRAS) takes income reporting. The Ministry of Manpower (MOM) sets the rules on pay and payslips.

Miss one, and the penalties start the day after the deadline. This guide sets out what each authority expects, what changed in 2026 and what changes again on 1 January 2027.

CPF: rates, ceilings and the 14th-of-the-month rule

CPF is the heaviest line on any Singapore payslip. It applies to Singapore Citizens and Permanent Residents, and both employer and employee contribute.

For employees earning more than S$750 a month, the 2026 rates are as follows.

Above 707.5%5%12.5%

Two ceilings cap the wages that attract CPF. The monthly Ordinary Wage ceiling rose from 7,400 to S$8,000 on 1 January 2026, the last step in a phased increase. The annual salary ceiling stays at S$102,000. The Additional Wage ceiling, which governs bonuses, is S$102,000 minus the total Ordinary Wages subject to CPF for the year. (CPF Board)

Timing is strict. CPF contributions fall due on the last day of the calendar month. The CPF Board takes enforcement action against employers who have not paid by the 14th of the following month, or the next working day if the 14th falls on a weekend or public holiday. Late payment interest runs at 1.5% per month from the day after the due date, with a minimum of S$5. (CPF Board)

What changes on 1 January 2027

Senior workers’ rates rise again. The CPF Board has confirmed the following for wages earned from 1 January 2027, for monthly wages above S$750.

The extra contributions go to the employee’s Retirement Account, up to the Full Retirement Sum. Phased-in rates for seniors earning above S$ 500 to S$750 rise proportionally. To soften the cost, the CPF Transition Offset covers half of the increase in employer contribution rates for each Singaporean and Permanent Resident worker aged above 55 to 65. (CPF Board)

The practical task is simple to state and easy to get wrong. Every employee crossing an age band must move to the right rate from the first payroll of 2027.

SDL: small per head, universal in reach

The Skills Development Levy funds national training. It is an employer cost and must never be deducted from wages.

SDL is 0.25% of monthly remuneration for each employee. The minimum is S$2 for an employee earning less than S$ 800 a month. The maximum is S$11.25 for an employee earning more than S$ 4,500. (GoBusiness / SSG)

The reach is what catches employers out. SDL covers full-time, part-time, casual, temporary and foreign employees, including those who do not contribute to CPF. Most employers pay SDL with their monthly CPF submission, so the same month-end due date and 14th-of-the-month enforcement timing apply.

IR8A and the Auto-Inclusion Scheme

Every year, employers report each employee’s employment income to IRAS. The vehicle is Form IR8A, with Appendix 8A for benefits in kind and Appendix 8B for share-plan gains. The deadline is 1 March for the previous calendar year’s income.

For Year of Assessment 2027, electronic submission through the Auto-Inclusion Scheme (AIS) is mandatory for employers that had five or more employees in 2026, received an IRAS notice, or were already registered for AIS and remained registered. AIS employers submit income data directly to IRAS and do not issue hardcopy IR8A forms to staff. Registration for Year of Assessment 2027 is open until 1 March 2027. (IRAS)

In practice, that means 2026 income must reach IRAS by 1 March 2027. Reconcile payroll, CPF and benefits data well before February.

IR21: tax clearance for departing foreign employees

When a non-Singapore Citizen employee leaves, goes on an overseas posting or plans to leave Singapore for more than three months, the employer must file Form IR21 with IRAS at least one month in advance. From the moment the employer knows of the departure, it must withhold all monies due to the employee, including salary, bonus, leave pay and gratuities. (IRAS)

IRAS then issues a Clearance Directive: either a Directive to Pay Tax or a Notification to Release Monies. Nothing is released before it arrives. For a business with expatriate staff, IR21 is the obligation most likely to be missed, because it is triggered by an event, not a calendar date.

MOM: salary timing, payslips and employment terms

The Employment Act sets the rules on how and when people are paid. For employees it covers:

•          Salary must be paid at least once a month and within 7 days after the end of the salary period. Overtime pay is due within 14 days. (MOM)

•          Itemised payslips must be issued with the salary or within 3 working days of payment. (MOM Workright toolkit)

•          Key Employment Terms must be given in writing within 14 days of the first day of employment, for employees hired for 14 days or more. (MOM Workright toolkit)

•          Final salary on resignation without notice is due within 7 days of the last day of employment. (MOM)

Where compliance breaks

Rarely on the rules themselves. It breaks on the handoffs. An employee turns 56 and the rate table is not updated. A bonus pushes total wages past the Additional Wage ceiling. A foreign manager resigns and finance releases final pay before IR21 is cleared. A part-timer is left out of the SDL run.

Each of these is a data problem before it is a compliance problem. The fix is a single payroll record where age bands, wage ceilings, residency status and leaver events update the calculation automatically. That is the gap a single, integrated HR and payroll record is designed to close.
